Mr. Kalikow has been engaged in the private practice of law in Pennsylvania since 1986. Since 1992, he has represented intended parents in connection with both gestational and traditional surrogacy arrangements. He has lectured about reproductive law to other professionals and has conducted workshops and authored articles about surrogacy. Click here for “Surrogacy and the Law of Pennsylvania.” In March 2005, Mr. Kalikow was invited to testify about surrogacy before the Pennsylvania Senate Judiciary Committee. In April 2005, he was selected to chair the Pennsylvania Joint State Government Commission’s newly created subcommittee on “Assisted Reproductive Technologies.” (The subcommittee has drafted a comprehensive “Assisted Reproductive Technologies Act,” addressing surrogacy and other third-party reproduction options, to present for the consideration of the Pennsylvania legislature.) In addition to his professional experience, Mr. Kalikow enjoys the benefit of first-hand, personal experience with surrogate parenting.
Mr. Kalikow is licensed to practice law before all Pennsylvania state courts (including all Pennsylvania county courts) and is admitted to the United States District Court for the Eastern District of Pennsylvania and the Supreme Court of the United States. He is a member of the Pennsylvania Bar Association and the Bucks County Bar Association and is an associate member of the Montgomery Bar Association. He is a former board member of RESOLVE of Philadelphia. In addition to serving as chair of the Pennsylvania Joint State Government Commission’s Subcommittee on Assisted Reproductive Technologies, Mr. Kalikow previously served on the Pennsylvania Joint State Government Commission’s Advisory Committee on Adoption Law (1998-2001).
Mr. Kalikow has represented intended parents living in eastern Pennsylvania, central Pennsylvania, and western Pennsylvania, as well as intended parents living in other states and outside the United States where there is a Pennsylvania connection to their third-party reproduction arrangement. His law office is conveniently located in Bucks County, Pennsylvania, approximately 20 miles north of Philadelphia, and is easily accessible from the Pennsylvania turnpike. Often, however, matters involving contracts or parentage decrees/birth orders can be handled entirely via telephone, e-mail, and/or regular mail, without an office visit is necessary.
